This research examines the challenges and opportunities in supply chain management in Indonesia, focusing on identifying key horizontal issues (KHIs) and developing policy recommendations. Through analysis of the primary and secondary resources, seven main KHIs were identified: standardization, regulatory framework, training and education, international agreements, incentives and funding schemes, reference bodies, and infrastructure. The research methodology involved expert consultations, workshops, and literature reviews to develop comprehensive policy recommendations. Results indicate the need for harmonization of standards and regulations, enhancement of workforce skills, supply chain-focused international agreements, incentive schemes for innovation, the establishment of a national reference body, and the development of infrastructure to support supply chains. policy recommendations are grouped into six macro areas, encompassing regulatory, educational, international cooperations, funding information, and infrastructure aspects. implementation of these recommendations is expected to enhance the competitiveness and sustainability of Indonesia's supply chains in facing global challenges and digital transformation.
